I wonder if it’s a German one - Mexico switched to the bumper mounted blinkers around 1975 (I think) U.S. market beetles kept them till the end in 1977.

I’d suspect it’s a retrofit, but the car is at least 25 years old.

It is a classic  car plate, you can get them after 25 years. You can also get an “antique”plat which has a similar drawing of a car, but in that case the car has to be older, I do not know how much older though.

Not sure about other locales but in Texas antique plates come with stipulations such as limited road usage (think parades or shows) but...its not really strictly enforced or anything. Plus they have the added benefits of being not only cheaper than standard plates but not having to deal with the idiotic safety inspectors who can't figure out that your 1950 model car is effectively free/clear of any sort of requirements to fit with modern emissions controls.

Both cars are exempted from emissions testing here in Mexico, but I think classic cars can only go out 6 days a week and antique cars only on the weekends. Although, I think neither pay road taxes, which is the real benefit, specially if it’s something like a suddenly appreciating Datsun.

On the other hand, Mexico is odd, plates are given out by states, but the feds authorize everything, in practice , we have federalized plates, but in theory states have controls and shit.
